RE: FY 20 Budget Request — Field Training Software

1. REQUEST

I'm requesting funding for Pipeline (pipeline.us), field training software built for fire & EMS. It would replace our current paper- and spreadsheet-based field training documentation with a single system for scheduling training shifts, completing daily observation reports, tracking skills and hours, and reporting trainee progress. Every evaluation is time-stamped and signed, giving us consistent standards across trainers and defensible records for personnel decisions.

2. CURRENT STATE

Field training documentation is currently maintained on paper and in spreadsheets. Trainee status cannot be reported without manual compilation, evaluation standards vary by trainer, and records would be difficult to produce for an audit, records request, or contested personnel action.

4. IMPLEMENTATION

Vendor provides a complete field training program (plans, evaluation forms, checklists), performs setup with our staff, and trains personnel. Agencies are typically live within days of approval. No department IT project is required; the system is web-based, works with our existing sign-on, and the vendor completes IT/security questionnaires on request.

5. ANTICIPATED QUESTIONS

Who supports it? The vendor's team — built and supported by EMS professionals; implementation is hands-on with no additional fees.

Is it proven? Pipeline has helped train more than 15,000 providers since 2017. Reference customers available on request.

What if we wait? Documentation gaps compound — every class trained on paper is a class we can't report on or defend.
