The problem
One FTO is brutal, another passes everyone, and nobody can prove which is which. The form says rate 1 to 5 with no definition of what a 3 means.
So everybody's a 4, a gut feeling with a number on it, until the side email says they're not.

What we give you
The entrustment DOR. The FTO answers one question for each domain: how much did I have to do? I did it, I talked them through it, I prompted occasionally, I was backup only, or release ready. Each phase has an expected band, so on track is computed from the answer, never clicked. Built from years of how FTOs across the country actually rate, comment, and teach, then rebuilt around your field guide.
What your FTOs use
The same seven domains and the same five levels, whoever is filling it out. A level below the band asks for a comment, so "good, good, good" isn't the record. Trainee, FTO, and admin all see the same level, the same band, and the same feedback.
What we do with you
We sit with your FTOs and calibrate. What does "I was backup only" look like on a chest pain call at your agency? Once it's written down, twenty FTOs answer the same question the same way.
